Does Oshoot upload my photos?

No. The app has no internet permission. Scanning and matching run on your phone.

Will it delete anything by itself?

Never. Every photo starts kept. You choose, and Android asks you to confirm.

Can I get photos back?

Yes, if you choose "Move to trash". Restore them from Oshoot or your gallery before Android empties trash.

When is it on Google Play and iPhone?

Oshoot is in testing on Android now. Public Google Play availability follows testing and approval. An iPhone app is planned; it is not available yet.
